391 Commission - Burnet County
The Burnet County Highland Lakes Sub-Regional Planning Commission (commonly referred to as the 391 Commission) was officially formed in late February 2026 to provide a unified legal and political front against the proposed 765 kV Bell County East to Big Hill transmission line.
Core Purpose and StrategyThe commission was established under Chapter 391 of the Texas Local Government Code, which allows local governments to form regional planning political subdivisions.

- Legal Leverage: By forming a 391 Commission, the county and city gain "coordination" status. Under Texas law (Section 391.009(c)), state agencies like the Public Utility Commission of Texas (PUCT) are required, to the greatest extent feasible, to coordinate their planning with these commissions to ensure state programs are implemented in an orderly regional fashion.
- Negotiation Power: Local leaders believe this structure provides significantly more leverage in negotiations than individual cities or the county acting alone.
- Future Defense: Beyond the current power line fight, the commission is intended to serve as a permanent body to protect the Hill Country from future industrial or infrastructure encroachment.
- Damon Beierle: Burnet County Commissioner, Precinct 2.
- Frank Reilly: Burnet County Commissioner, Precinct 4.
- Gary Wideman: Mayor of the City of Burnet.
- Joyce Laudenschlager: Burnet City Councilwoman.
- Physical Scale: The project involves 200-foot-tall towers (roughly 15 stories) and requires a right-of-way of 200 to 400 feet wide.
- Local Impact: The proposed routes cut through northern Burnet County, potentially impacting heritage ranches, environmentally sensitive riparian areas near the San Gabriel River, and property values.
- Current Status: Oncor and the LCRA filed their official application (CCN) in late March 2026 under PUCT Control Number 59475. A final decision on the route is expected by September 2026.
